EMPHNET Hosts Twenty-Seventh Webinar in the EMPHNET WEBi Series

The world faces a broad range of emergencies including natural disasters, disease outbreaks, conflict, food contamination, antimicrobial resistance, and the effects of climate change, amongst others. These emergencies can have extensive humanitarian, economical, societal, and environmental impact on communities and their populations.

 

Accordingly, preparedness efforts and management of emergency risks are vital to mitigate health risks that are the consequences of emergencies and disasters. This is to ensure national and global health security, and to strengthen health systems’ resilience, and to promote the wellbeing of communities.

 

To discuss this issue further, EMPHNET held a webinar titled “Emergency Risk Management” on Tuesday, January 17, 2023. The 90-minute session offered a space to provide comprehensive information regarding the implications of public health emergencies on health systems, and  to introduce emergency risk management approaches/frameworks that are being used in the Eastern Mediterranean Region (EMR), with a focus on the Health Emergency and Disaster Risk Management (Health-EDRM), as well as its link to Universal Health Coverage (UHC), International Health Regulations (IHR), and Sustainable Development Goals (SDG).

 

The session was led by three subject matter experts namely: the Regional Manager of Emergency Preparedness & IHR at WHO EMRO, Dr. Dalia Samhouri, the General Supervisor of Emergencies and Disasters at the Saudi Ministry of Health, and the General Supervisor of the National Health Emergency Operation Center (NHEOC), Dr. Jameel Abualenain, and Senior Technical Officer at the Public Health and Emergency Management Center (PHEMC) at GHD|EMPHNET, Ms. Asma Qannas. The session was moderated by Public Health Officers at GHD| EMPHNET, Ms. Rana Al-Hamawi, and Ms. Leen Daoud.

 

In her presentation titled “Emergency Management Institutional Arrangements: A Regional Perspective”, Dr. Samhouri highlighted the humanitarian and outbreak situation in the EMR in 2022, then she explained how the health emergency and disease risk management framework can be utilized to strengthen the capacity of countries for early warning, risk reduction, and management of national and global health risks. She also shed light on the IHR core capacities, surveillance, emergency preparedness and response, in addition to multi-sectoral coordination.

 

From his end, Dr. Jameel Talal Abualenain introduced the work of the National Health Emergency Operating Center (EOC) which is part of the Saudi Ministry of Health. He also shared the Kingdom of Saudi Arabia’s (KSA) approach in implementing emergency risk management, which included strategies, policies, and coordination mechanisms for effective risk communication among health and non-health sectors.

 

Furthermore, Dr. Abualenain Highlighted the experience of the EOC during the COVID-19 pandemic in the context of emergency risk management. He then concluded his presentation by highlighting the important role of technology in Emergency risk management.

 

In the third presentation, Ms. Asma Qannas discussed the link between resilience and sustainability in Disease Risk Management (DRM). She also introduced attendees to the Risk Management Process, as well as the frameworks and guidelines for the DRM, in addition to the national disaster risk management process and how it can be implemented in the EMR. She also stressed on the importance of DRM mainstreaming practices.

 

Following the presentations, Ms. Rana Al-Hamawi, and Ms. Leen Daoud facilitated the Q&A session where participants and panelists engaged in the discussion. Ms. Al-Hamawi then concluded the session by thanking the speakers and the attendees for their participation.

 

A total of 320 participants attended the webinar, deeming it another success in the EMPHNET WEBi Series.
