GHD/EMPHNET to Facilitate Sessions in IHR One Health Discussion

A binding agreement for 96 countries across the globe, the International Health Regulations (IHR 2005) came into effect almost a decade ago. They were developed by the World Health Organization (WHO) to protect countries from the spread of public health threats across borders in such a manner that does not impede international trade or travel. The WHO has been supporting countries in monitoring and evaluating the implementation of the IHR as well as in strengthening national capacities in implementing these regulations. As part of this support, the WHO also assisted in the creation of a Rapid Response Teams’ Knowledge Network (RRT-KN). The network’s purpose is to facilitate discussions and information/experience exchange in IHR implementation, particularly in the areas of preparedness and response. The RRT-KN is made up of 417 participants and 177 discussion facilitators representing over 30 countries in the Eastern Mediterranean Region and the African continent. Following the most recent Public Health Emergencies of International Concern (PHEIC), like the outbreaks of Ebola and Zika, as well as the threats of antimicrobial resistance and food hazards, the need for a multi-sectoral approach in preparedness and response under the IHR was realized; namely, the One Health approach. This multi-sectoral concept is where the practices of human, animal, and environmental health are united to address complex public health issues at the local, national, and global levels. Supporting countries in taking the One Health approach for addressing public health issues under the IHR would also fit the objectives of the revised IHR Monitoring and Evaluation Framework and the national planning for health security under the IHR. Thus, the International Health Regulations (2005) will see the possibility of following the One Health approach through creating the RRT-KN One Health Discussion. The purpose of this discussion is to promote the exchange of experiences on One Health/multi-sectoral approaches for RRT among subject matter experts, RRT-KN members, the IHR National Focal Points, and One Health University Networks in Africa and Asia. This can inspire discussion on improving multi-sectoral collaboration in public health response and hence promote action to bring about such collaboration. The RRT-KN One Health Discussion will be a three-month activity running from early May through mid-July 2017. The discussion will comprise regular, online sessions via WhatsApp Web where each session will be followed by a Webinar conducted in both English and French. As a member of the RRT-KN, GHD/EMPHNET will be facilitating a number of the WhatsApp Web sessions. These sessions will cover the IHR implementation, and the principles and application of One Health approaches, with a focus on addressing antimicrobial resistance. Furthermore, they will showcase country experiences in taking One Health approaches across different areas: in joint preparedness, risk assessment, investigation, and response. The different policies that support the One Health approach will also be highlighted; namely, the IHR (2005) and the World Organization for Animal Health (OIE) standards, the Global Health Security Agenda, Food and Agriculture Organization, and the International Food Safety Authorities Network (INFOSAN).
