A Request for Proposal/Applicant (RFP) (RFA) for Conducting a Coverage Evaluation Survey (CES) Following the Mass Drug Administration (MDA) for Onchocerciasis in Yemen

Founded in 2009, Eastern Mediterranean Public Health Network (EMPHNET) was first established as a non-profit organization that has the goal of improving health status in the Eastern Mediterranean Region (EMR). Over the years, it built national and regional capacities in several priority public health areas, such as outbreak investigation, disease surveillance, rapid response, International Health Regulations (IHR) implementation and more. Its main areas of focus included applied epidemiology and research, non-communicable disease, communicable disease, and health security, and emergency response.

 

EMPHNET managed to create a momentum for strengthening public health systems in the EMR by providing technical support, capacity building and research to the region’s countries. To achieve its goals, EMPHNET collaborates with associations, institutions, networks and organizations that hold similar views. Its efforts grew by building a network of expertise, which it sees as one of its strongest attributes for meeting public health needs in the region. It supports and promotes innovative approaches in meeting the various public health challenges in the region. In addition, it is guided by its commitment to change and knowledge sharing as an ongoing process.

 

Project Purpose

The purpose of the Coverage Evaluation Survey (CES) conducted by a Third-Party Monitor (TPM) for the onchocerciasis elimination project in Yemen is to rigorously assess the effectiveness and coverage of the Mass Drug Administration (MDA) campaign specifically conducted in Taiz Governorate. Yemen, as the only Asian country endemic for onchocerciasis, confronts substantial public health challenges from this parasitic disease, which is endemic in its rural regions near seasonal rivers and streams. This disease, known for causing debilitating skin conditions and potential blindness, is spread through the repeated bites of the blackfly Simulium spp.

 

In this context, the MDA campaign targets six districts within Taiz, representing a crucial step in a broader national strategy to eliminate onchocerciasis. The project aims not only to reduce the immediate disease burden but also to interrupt the transmission cycle of the disease.

 

The CES will provide essential data needed to evaluate whether the targeted populations received the treatment and to identify any barriers that might impede the delivery and uptake of the medication. This data is crucial for refining ongoing strategies and planning future interventions, ensuring that they are both effective and inclusive, thus supporting Yemen’s overall goal towards achieving elimination of onchocerciasis. This CES will contribute to the global body of knowledge on managing and eliminating neglected tropical diseases in complex environments.
