EMPHNET Supports Yemen's MoPHP to Assess National Emergency Response Capacity and Develop Workplan

In collaboration with Yemen’s Ministry of Public Health and Population (MoPHP), EMPHNET convened a workshop to assess the country’s national emergency preparedness and capacity to respond to public health events and to develop a national work plan.

Held in Aden from September 13 to 15, 2026, the workshop brought together 21 public health professionals from the MoPHP, along with representatives from the environmental and animal health sectors. These participants are responsible for emergency preparedness and response across human, animal, and environmental health, bringing together multisectoral expertise in line with a One Health approach.

 

Key areas of discussion revolved around assessing Yemen's Frameworks and Coordination (F&C) mechanisms for emergency response, the role and readiness of public health Rapid Response Teams (RRTs), and the national emergency coordination unit, with particular attention to the Incident Management System (IMS) and the Public Health Emergency Operations Center (PHEOC).

 

Underpinning this workshop was the capacity assessment conducted jointly by EMPHNET and MoPHP using the US CDC Capacity Assessment Tool (CAT 2.0). Participants worked in multisectoral, facilitated groups to score capacity indicators across the three assessed domains, then jointly reviewed and validated the results to build a shared understanding of the country's current capacities and areas for strengthening.

The findings from the assessments were used to determine the top 10 indicators for preparing a national action plan. Among the agreed next steps, the participants agreed to: jointly finalize and validate a national action plan addressing the prioritized indicators, with continued, coordinated engagement across the human, animal, and environmental health sectors; develop a complementary action plan tailored to strengthening RRTs; and strengthen multisectoral coordination mechanisms for One Health emergency response.

 

This workshop further reflects EMPHNET's commitment to Yemen's public health landscape, as well as to multi-sectoral coordination for effective response through inclusion of stakeholders whose responsibilities intersect during public health emergencies.
