Job Description

 

PSEA Officer

 

The PSEA Officer will provide technical leadership to ensure the integration and implementation of Prevention of Sexual Exploitation and Abuse (PSEA) standards throughout the Vaccination Coverage Survey implemented by EMPHNET with support from UNICEF. The role will ensure that all survey personnel comply with EMPHNET's safeguarding policies, Code of Conduct, and humanitarian principles while promoting safe, accountable, and survivor-centered programming.

 

The position will support PSEA risk mitigation, capacity building, confidential reporting and referral mechanisms, community awareness, and coordination with UNICEF, the Ministry of Health, and relevant humanitarian partners throughout the project implementation.

 

Scope of Work

 

The assigned vacancy will include the following tasks, activities, duties, and responsibilities:

 

Technical 

 

  1. Lead the implementation of PSEA activities throughout the vaccination coverage survey
  2. Develop and implement a project-specific PSEA action plan
  3. Conduct PSEA risk assessments before and during field implementation
  4. Ensure all survey staff complete mandatory PSEA orientation before deployment
  5. Ensure every staff member signs the Code of Conduct and PSEA Declaration
  6. Build the capacity of supervisors and enumerators on safeguarding, professional conduct, and appropriate community engagement
  7. Establish and monitor confidential, safe, and accessible complaint and feedback mechanisms
  8. Ensure communities are informed about their rights and available reporting channels
  9. Coordinate confidential referrals using a survivor-centered approach
  10. Monitor field teams to ensure compliance with UNICEF safeguarding standards
  11. Conduct regular field visits and spot checks
  12. Document PSEA compliance and prepare monitoring reports
  13. Immediately report suspected SEA incidents according to EMPHNET protocols
  14. Support Accountability to Affected Populations (AAP) activities throughout project implementation
  15. Support continuous improvement of safeguarding practices during implementation
  16. Perform any other duties assigned by the Team Lead

 

Job Specification

 

Education and Specialization:

  • Bachelor's degree in Public Health, Nursing, Medicine, Psychology, Social Work, Law, Human Rights, Social Sciences, or another relevant discipline.

 

Experience:

  • Minimum years of experience: 3 years. 
  • Experience field:
    • Prevention of Sexual Exploitation and Abuse (PSEA)
    • Protection
    • Gender-Based Violence (GBV)
    • Child Protection
    • Humanitarian Health Programmes
    • Public Health Emergencies
    • Community Engagement
  • Other related experience:
    • Experience delivering staff training and capacity building
    • Experience in complaint and feedback mechanisms
    • Experience working in Gaza emergency and humanitarian settings
    • Knowledge of humanitarian principles and safeguarding frameworks

 

Functional Competencies:
