EMPHNET Participates in 19th Steering Committee Meeting of Global Outbreak and Response Network

EMPHNET participated in the 19th Steering Committee (SCOM) Meeting of the Global Outbreak Alert and Response Network (GOARN) which took place between June 21 and 23, 2016 in Geneva, Switzerland.

 

Created in 2000, GOARN is a worldwide partnership of institutions working to ensure global health security. The network was established in recognition of the need for global cooperation to effectively respond to national, regional, and international health emergencies. Its members include technical and scientific institutions, United Nations organizations, regional networks, and relief organizations. Together, these entities coordinate to address outbreaks and other emergencies through provision of resources and technical assistance, development of capacities, and implementation of investigations and risk assessments. Within these activities, WHO provides operational and secretarial support for GOARN. As a regional public health network, EMPHNET has been a member of GOARN since 2013.

 

GOARN’s SCOM comprises a representative selection of the Network’s members. The Committee’s functions are to monitor GOARN’s activities, approve its new members, and provide advocacy for the Network. The Committee’s members rotate every three years, and their meetings take place on a biannual basis. In 2013, EMPHNET was selected as a member of the Committee, and EMPHNET’s representatives have attended SCOM’s regular meetings since.

 

The objectives of the 19th SCOM Meeting were to discuss WHO’s new Health Emergencies Program and planned regional activities; provide updates on GOARN’s partner coordination and preparedness for emergencies; and review the Network’s field missions for outbreaks of Zika, Cyclone Winston, MERS, Cholera, Yellow Fever, Ebola, and country-specific emergencies. The agenda also included issues related to the Network’s operations, communications, members’ selection process, and advocacy efforts. In addition, the event created a good environment for members to discuss and plan for upcoming alert and response activities, especially in light of the WHO new program for health emergencies.

 

At the meeting, EMPHNET’s representative outlined the organization’s activities in rapid response and field epidemiology and explored opportunities for the exchange of expertise with other GOARN members. The representative also contributed ideas to GOARN’s new work plan. For upcoming meetings, EMPHNET will have the opportunity to contribute to the Committee’s activities, particularly in the area of training.

 

Since its establishment over a decade ago –and with support and coordination from WHO-, GOARN has responded to over 50 health emergencies across the globe, including major disease outbreaks, natural disasters, and humanitarian crises.
