EMPHNET Participates in UN Environment Marker Training Workshop in Jordan

The World Health Organization (WHO) conducted a training workshop on the UN Environment Marker (EM) on April 26, 2017 at the WHO office in Amman, Jordan. Workshop participants included representatives from EMPHNET and the Jordanian Ministry of Health (MoH).

 

Designed in collaboration with the United Nations Office for the Coordination of Humanitarian Action (UNOCHA) and the UN Environment, the purpose of the workshop was to introduce health organizations working in humanitarian response projects in Jordan to the UN EM, a self-assessment tool that can help identify environmental risks associated with organizations’ projects, develop strategies to mitigate these risk, and explore opportunities to enhance the quality of the environment surrounding humanitarian interventions.

 

As part of the workshop’s agenda, Environment Advisor at UNOCHA Jordan Mr. Getaneh Gebre, gave a lecture on EM and Environment Mainstreaming. He spoke about the two stages of the EM coding which rate the environmental impact of a project and the inclusion of mitigation or enhancement measures for such an impact. Mr. Gebre also covered the Contextualize, Assess, Mitigate and Enhance (CAME) strategy used to mainstream the environment into humanitarian response. This talk was followed by a group exercise where participants applied the EM concept on a case study.

 

The EM is designed to assist various stakeholders engaged in humanitarian response projects in identifying a project's environmental impact from the earliest stages of a project up to its completion. It is commonly used in countries such as Afghanistan, South Sudan, and the Northern State of Sudan.

 

Apart from protecting against health and economic losses, EM can also help humanitarian responders adhere to environmental legislation, satisfy the demands of environmental rights organizations, and meet funding pre-requests from major international organizations.

 

EM compliments the mandatory Environmental Impact Assessment (EIA) regulations in Jordan. While the latter helps identify the potential impact of projects on the local environment and addresses the impact in mitigation strategies, EM applies to projects which are not included under the EIAs. It is also approved by the Ministry of Planning and International Cooperation (MoPIC) as a tool for self‐screening to be used by organizations before they refer a project to the Jordan Response Information System for the Syria Crisis (JORISS) for review by the Ministry.
