GHD/EMPHNET Participates in WHO Emergency Meeting on Cholera Preparedness and Response

As a health emergency affecting Somalia, Sudan and Yemen, the ongoing cholera outbreak also threatens to spill over to neighboring countries because of displacement and movement of populations and the consequences of the humanitarian crises in the outbreak-stricken countries.

In light of this situation, the World Health Organization (WHO), in collaboration with the Ministry of Health of Lebanon and upon the request of the Jordanian government organized a sub-regional meeting between July 8 and 9, 2017 in Beirut with the purpose of scaling up acute watery diarrhea (AWD)/cholera preparedness and response.

The WHO EMRO Regional Director Dr. Mahmoud Fikri presided over the meeting where representatives of the Ministries of Health of Egypt, Jordan, Lebanon, KSA, Oman, and Sudan, UNICEF, GHD| EMPHNET, and the International Federation of Red Cross for Middle East and North Africa (IFRC MENA) were also participating.

At the meeting, the WHO Country offices in Yemen, Sudan, and Somalia reviewed the current AWD/cholera situation in their countries and discussed challenges in the management of these outbreaks.

Meeting participants then recommended appropriate interventions for currently affected countries, and they identified the measures needed to reduce the risk of cholera spreading beyond. More specifically, it was recommended that coordination be enhanced at the district and governorate levels. Also, a WHO risk assessment was proposed to be implemented to identify hot spots as well as having weekly situation reports and bulletins issued and shared with relevant parties. The introduction of oral cholera vaccine was also considered for slightly affected districts as a means to give stronger impact.

Suggested action points included the development of a guiding document by the WHO for countries to enhance preparedness and response capacities at Points of Entry (POEs) as required under the International Health Regulations (IHR 2005) in context of AWD/cholera. The countries are to ensure implementing the preparedness and response measures required under the IHR. It was also suggested the WHO develop a regional framework to address immigrant and refugee health.

GHD/EMPHNET’s participation in this emergency meeting comes in line with the organization’s ongoing efforts to strengthen the response and preparedness capacities of health systems in the region, especially in the face of disease outbreaks that threaten the lives of entire populations.
