Ministry of Health and GHD/EMPHNET Collaborate to Strengthen Emergency Response in Iraq

The Iraq Ministry of Health (MoH), in collaboration with GHD| EMPHNET, held a National Strategic Planning Meeting for Rapid Response to Public Health Emergencies. This meeting was held in Iraq, Baghdad, on December 16, 2017. The meeting’s participants included senior officials from the MoH’s Public Health Directorate, Disease Control Unit, Field Epidemiology Training Program, Central Public Health Laboratory, the National Monitoring Committee, and a delegation from GHD| EMPHNET.

 

The primary outcome of this meeting was the reemphasizing of Iraq’s need to build rapid response teams at the national and governorate levels, as well as in priority districts.

 

To support in addressing this issue, GHD| EMPHNET collaborated with the MoH in conducting a Rapid Response Teams (RRTs) training workshop between December 17 and 21, 2017. Held in Baghdad, the workshop saw participation from over 30 public health physicians, veterinarians, and laboratory officers. The participants were all representing the four retaken provinces in the country.

 

During the workshop’s opening, Deputy Director of the Public Health Directorate Dr. Mohamed Jaber; the Director of the Rapid Response Project Dr. Sabah Abd-Aeama; and the GHD| EMPHNET Deputy Director Dr. Adel Belbaisi as well as other GHD| EMPHNET delegates all highlighted the significance of this training especially in its concentration on emergency preparedness and response operations within the current context of both the country and the region. Within their opening remarks, they stressed the importance of continuing the collaboration between the MoH and GHD| EMPHNET to empower the public health workforce in Iraq.

 

Senior officers from the Directorate of Public Health, the Central Public Health Laboratory, and GHD| EMPHNET facilitated the workshop sessions.

 

They briefed participants on the International Health Regulations (IHR 2005), the national public health emergency preparedness and response framework, as well as the national human and animal health surveillance systems. In depth discussions were also made on the functioning mechanisms, procedures, steps, and components of rapid response networks.

 

The workshop agenda included a four-day long group exercise which simulated a scenario of an H5N1 outbreak. In this exercise, participants went through the steps of an outbreak investigation that is conducted by a local multi-disciplinary rapid response team. Furthermore, the workshop also featured a Personal Protective Equipment (PPE) demonstration.
