Assessment to Identify Availability and Quality of Primary Health Care Services in Jordan

To advance towards achieving Universal Health Coverage, Jordan is implementing the Primary Health Care (PHC) Measurement and Improvement Initiative, undertaking assessment-based improvements to PHC services and promote greater adoption of a people-based family practice approach that facilitates more equitable and efficient access to essential health services for individuals, especially the most vulnerable, residing in the catchment area of a PHC facility.

GHD|EMPHNET is supporting the Jordan Ministry of Health in an assessment constituting part of a set of these studies to estimate the overall situation of the country’s PHC to produce evidence that would form the basis for developing the National Strategy for PHC revitalization.

This study will assess (1) the availability and readiness of health services in PHC centers in six governorates (Irbid, Karak, Madaba, Mafraq, Tafileh, and Zarqa) and (2) Users' and health workers' satisfaction, experience, and perception of health service quality. The Service Availability and Readiness Assessment (SARA) tool, focus group discussions and key informant interviews, will be used to provide evidence-based data.

As part of this assessment, field visits were conducted to the governorates where meetings with representatives of PHC facilities were conducted: Comprehensive Health Centers, PHC Centers, and Village Health Centers. Also in these governorates, focus group discussions and key informant interviews were conducted. These field activities took place in between September and October 2021.

The results of this assessment will present actionable recommendations for the PHC Measurement and Improvement Initiative.
