NCDs Capacity Assessment and Planning (N-CAP) Process Implemented in Azad Jammu and Kashmir, Pakistan

The Non-Communicable Diseases (NCDs) Capacity Assessment and Planning (N-CAP) Process was recently developed as a collaborative effort made by the United States Centers for Disease Control and Prevention (CDC), the International Association of National Public Health Institutes (IANPHI), and the Eastern Mediterranean Public Health Network (EMPHNET).

 

This process is designed to assist ministries of health and other governmental and nongovernmental stakeholders to assess, prioritize, and plan their efforts to enhance national capacities set for addressing NCDs and to improve population health. The N-CAP serves to encourage multisectoral stakeholder collaboration towards aligning NCD prevention efforts and achieving better impactful progress through partnerships and collaborations.

 

Following the successful pilot of the N-CAP in Jordan and Iraq, EMPHNET is currently implementing this effort in Azad Jammu and Kashmir (AJK), Pakistan, which is a region with three divisions and ten districts, and a total population of four million most of whom are settled in urban areas.

 

As a first activity of the process, NCDs stakeholder mapping and analysis was first undertaken with the assistance of the AJK Director General (DG) of health. This activity was set to identify the key technical and policy NCD stakeholders in the region.  Its outcomes informed the participants of the next activity, which was a Strengths, Weaknesses, Opportunities and Threats (SWOT) Workshop held on June 12, 2023 in Muzaffar Abad, AJK, Pakistan. This one-day workshop served to provide an understanding of the landscape for addressing NCDs in AJK, and was attended by 18 NCD stakeholders from the health directorate departments and NGOs working in the NCDs area.

 

The workshop sessions were facilitated by EMPHNET Country Manager, Pakistan Office, Dr. Zakir Hussein; and Technical Officer, EMPHNET’s Pakistan office, Dr. Khurram Akram who served as the Recorder of the workshop sessions. Combining didactic training and group activities, the workshop offered a space for its participants to analyze the strengths and areas of improvement for national efforts made in the area of NCDs management. It highlighted the issue of NCD Surveillance, the need for better Evidence-Informed Action, and Multisectoral coordinated efforts of government and non-governmental actors across a range of sectors to expand collaborative action and to improve the population’s health.

 

These three identified areas of NCD public health functions will be prioritized with the DG office to highlight the priority issue that will further be discussed, and which will undergo assessment and planning, during the N-CAP main activity, an the upcoming N-CAP workshop in AJK, Pakistan.
