Morocco's Event-Based Surveillance Strengthened for Early Detection of Infectious Disease Outbreaks

COVID-19 has underlined the need to strengthen countries’ early preparedness and timely response to emergencies through the reliance on an effective and efficient integrated disease surveillance system (IDS), especially Event-based Surveillance (EBS).

 

Event-based Surveillance is a type of organized public health surveillance that collects and analyzes signals that are of potential risk to public health from channels outside of routine surveillance systems. This information can be rumors and other ad-hoc reports transmitted through formal channels (i.e., established routine reporting systems) and informal channels (i.e., media, health workers, and nongovernmental organizations reports).

 

To improve rapid response to public health emergencies of regional and global scales, EMPHNET is expanding strategically to support countries in their early detection of public health risks and threats. Over the past year, EMPHNET collaborated with the US Centers for Disease Control and Prevention (CDC), University of California, San Franciso (UCSF) and the World Health Organization (WHO) to support Morocco’s Ministry of Health (MoH) in strengthening its IDS, with a specific focus on EBS. This collaboration institutionalized EBS. This development is expected to allow Morocco to detect outbreaks at an early stage and to respond them effectively and in a timely manner.

 

Standard Operating Procedures (SOPs) have been developed to standardize the process of EBS and delineate roles and responsibilities across all involved sectors. A focus was also given on implementing Community Based Surveillance (CBS) for timely detection and appropriate response procedures.

 

Following the adaptation of the SOPs, training workshops were conducted at national and subnational levels for the MoH staff, as well as Ministry of Interior focal persons, with aims to begin implementing CBS. A pilot phase was initiated in January 2023 in six provinces across three regions: Casablanca (Moulay Rachid and Benslimane), Rabat (Salé and Sidi Qassim), and Tangier (Mediq and Fahs Anjra).

 

Recently, A monitoring visit was conducted between January 29 and February 2, 2024, by the MoH and EMPHNET, US CDC, WHO and UCSF, to assess the implementation of CBS in the above-mentioned sites. Meetings with MoH focal points identified challenges and successes of the pilot phase, whereby the MoH is dedicated to strengthening their early warning system.

 

Currently the MoH of Morocco is planning on expanding the implementation of CBS across other provinces and administrative regions. In addition, the ministry plans to include other sectors, such as animal and environmental health. Future plans may also include the digitalization of the CBS system.
