Job Description

HIV Monitoring and Evaluation (M&E) Officer

 

The HIV M&E Officer will play a central role in leading the monitoring, evaluation, and strategic information functions for EMPHNET’s work as the Principal Recipient (PR) of the Global Fund MCMENA3 regional grant. The officer will support evidence generation, performance tracking, and learning on HIV programs for key populations (KPs) across the MENA region, with a strong focus on sustainability, transition planning, health financing, and service delivery innovations led by civil society organizations (CSOs) in 5 countries (Egypt, Jordan, Lebanon, Morocco, and Tunisia).


The officer is expected to uphold and promote the principles of equity, inclusion, and human rights in all aspects of their work. They must comply with EMPHNET’s internal policies—Human Rights Policy, Human Rights Protocol for Global Fund Projects, Code of Conduct, Whistleblowing and Protection Against Retaliation Policy, and Monitoring & Evaluation Policy—as well as the Global Fund’s five key human rights standards: non-discriminatory access to services, use of only scientifically sound and approved medicines, prohibition of torture and cruel treatment, respect for informed consent and privacy, and minimizing medical detention and involuntary isolation.


The M&E Officer is responsible for the development, implementation, and management of robust M&E systems tailored to the Global Fund grant requirements. The M&E Officer will ensure timely and accurate collection, analysis, reporting, and utilization of data to guide programmatic decisions, foster accountability, and support learning. The M&E Officer will work closely with the teams of the PR, the Sub-Recipients (SRs), as well as with the Country Team (CT) and the Local Fund Agent (LFA), ensuring that all M&E activities are in line with the standards and protocols of the Global Fund.

 

Scope of Work

Tasks, activities, duties, and responsibilities include:

  1. Lead development and operationalization of the grants performance framework and the M&E plans and tools under the MCMENA3 grant.
  2. Support data-driven implementation of HIV programs for KPs in Egypt, Jordan, Lebanon, Morocco, and Tunisia.
  3. Facilitate the design and implementation of community-led monitoring and accountability mechanisms to ensure inclusive M&E and community engagement.
  4. Track and report on progress related to sustainability and transition objectives, including CSO capacity, resource mobilization, and value-for-money (VfM) analysis.
  5. Facilitate review of progress regularly; problem solving and development of remedial actions, ensuring any disparity between planned and actual outputs is addressed.
  6. Assist the PR in the identification of potential implementation problems and bottlenecks and recommend appropriate strategies to address them.
  7. Support national stakeholders and CSOs in developing and applying data systems to monitor the uptake, quality, and outcomes of differentiated HIV testing modalities (e.g., HIV self-testing, index testing, social network testing).
  8. Provide technical support to Sub-Recipients (SR) to strengthen their monitoring and evaluation systems. Assess the M&E capacities of SRs and develop and lead to the implementation of a capacity development plan in the M&E area.
  9. Monitor innovative service delivery platforms that integrate HIV testing into SRH/STI services, pharmacies, or other decentralized settings.
  10. Support data triangulation and synthesis to inform strategic dialogue, advocacy, and policy shifts.
  11. Prepare performance reports, learning products, and strategic briefs aligned with Global Fund guidelines and grant milestones.
  12. Contribute to regional M&E technical assistance efforts, learning exchanges, and capacity-building sessions with country partners and CSOs.
  13. Review the management information systems of the PR and SRs and agree on required changes, support, and resources to ensure that data quality standards are monitored and met.
  14. Review the quality of existing data sources, the methods of collecting them, and the degree to which they will provide good baseline data for mid-term and end-of-project evaluations. Based on this review, consult partners to develop approaches to address identified gaps.
  15. Prepare Terms of Reference (TOR) for on-site verification, baseline, mid-term, and end-line surveys, including methodology preparation, sample selection, and staff training if needed, and provide overall technical direction for the conduct of the surveys.
  16. Validate the quality of collected data, triangulate with other sources, such as, for example, the budgetary absorption, and provide feedback to the SRs in a timely manner.
  17. Follow up on implementation of evaluation recommendations. Ensure the optimal use of evaluation findings by providing guidance in preparation of timely management response to all mandatory evaluations and by developing a communication/dissemination plan.
  18. In consultation with the Program Manager, develop a regular review process with field sites to evaluate the utilization and impact of ongoing monitoring tools in order to measure improvements in program quality, giving feedback to the SRs/sites visited.
  19. Identify and formulate lessons learned and document best practices coming from the grant.
  20. Ensures facilitation of knowledge building and knowledge sharing in the area of M&E
  21. Ensure gender-sensitive, stigma-aware, and ethically sound data collection and use, with appropriate disaggregation (e.g., by KP group, age, and geography).
  22. Ensures that project monitoring arrangements comply with Global Fund grant agreements and that the provisions of the Grant Agreement are fully observed.
  23. Maintain cooperative relationship with all key stakeholders, including CCM, national SRs, and PMUs of Global Fund grants.
  24. Undertake additional duties as assigned by the Program Manager or senior leadership to support the success of the Global Fund grant. 

 

Job Specification

  • Education and Specialization: Bachelor’s degree in public health, statistics, social sciences, epidemiology, or related field (Master’s degree preferred).
  • Minimum Years of Experience Required: 5 years.
  • Experience Field: At least 5 years of relevant programmatic experience in HIV programmes or projects focused on key populations, community-led responses, and policy. At least 2 years of experience in monitoring and evaluation of HIV programmes. At least 3-5 years of progressive experience in M&E, preferably with international donors or health programs. 
  • Other Related Experience:
      • Experience with Global Fund grants, sustainability/transition frameworks, and community systems strengthening.
      • Familiarity with HIV-related legal, policy, and rights-based issues affecting KPs in the MENA region.

 

Functional Competencies Required

  1. Expertise in HIV M&E frameworks, performance monitoring, and strategic information use.
  2. Demonstrable experience in designing and managing M&E systems and tools.
  3. Experience with qualitative and quantitative M&E methods, including community-based monitoring.
  4. Strong analytical, reporting, and presentation skills as well as written and verbal communication skills.
  5. Advanced computer skills, including proficiency with databases and data analysis software (e.g., Excel, SPSS, Stata, DHIS2).
  6. Strong understanding of HIV programming for key populations.
  7. Knowledge of value-for-money and sustainability metrics.
  8. Knowledge of the Global Fund grant architecture and reporting requirements.
  9. Familiarity with differentiated HIV testing services and integrated service delivery models.
  10. Proven ability to train and mentor diverse teams.

Supervision and Reporting
The M&E Officer will report directly to the Program Manager and work in close collaboration with the broader grant management team, as well as the SRs. Regular performance reviews and feedback sessions will ensure alignment with donor expectations and organizational goals.
