Tunisia

EMPHNET's collaboration with Tunisia's Ministry of Health formally began with the launch of the country's Field Epidemiology Training Program.

Field Epidemiology

In 2017 and with support from EMPHNET, the Tunisia Ministry of Health launched an intermediate-level FETP. In five years, the program completed three cohorts whose graduates joined the public health workforce in enhancing disease detection, outbreak investigations, as well preparedness and response to public health threats. Building on the success of the intermediate-level program, EMPHNET supported the ministry in establishing the basic level FETP, the Public Health Empowerment Program-Basic Field Epidemiology (PHEP-BFE). The program responds to the need for creating more epidemiologists ready to investigate public health threats in the field to assist in providing a timely response. 

 

At the onset of the COVID-19 pandemic, EMPHNET organized training on surveillance at PoEs, case tracing, risk communication, IPC and outbreak investigation. In several countries across the region, including Tunisia, EMPHNET designed training programs specialized for COVID-19, the Public Health Empowerment Program for COVID-19 – which is based on the online PHEP-BFE. This three-month program is mostly field training and enables ministries of health to maximize the number of professionals trained in the fundamentals of emergency response. 

Biorisk Management

Alongside its support to the Tunisia FETP, EMPHNET also worked with its partners in Tunisia in strengthening biorisk management. EMPHNET conducted a regional biosecurity and biosafety management symposium in the form of a collaboration between the Libya National Center for Disease Control and the Tunisia Ministry of Environment and Local Affairs. This collaboration was executed through a twinning initiative between relevant parties in Libya and Tunisia who worked to share experiences. The collective effort of all parties involved resulted in the exchange of experiences for the purpose of accelerating the implementation of the biosafety and biosecurity best practices.

 

EMPHNET supported partners in Libya and Tunisia in a multi-national and multi-sectoral collaboration that built a sustainable system for samples and pathogens inventory and security in high-risk public health and veterinary laboratories. The system was implemented with support from Georgetown University’s Center for Global Health Science and Security.

 

In a more recent multi-country collaboration with the CGHSS and Johns Hopkins University, a regional, inclusive consortium of public and private laboratories was established comprising eighteen laboratories in Libya, Morocco, and Tunisia to ensure holistic collaborations in addressing biosecurity and biosafety needs. By bringing together diverse stakeholders, the consortium established a robust network of expertise that will benefit countries within and beyond the EMR. As laboratories continue to evolve and face new challenges, this consortium will play a pivotal role in fostering innovative solutions, ensuring a safer and more sustainable future for biological research and public health.

Emergency Preparedness and Response

To enhance rapid response, EMPHNET and the Ministry of Health managed to conduct large-scale Rapid Response Teams (RRT) training workshops in 2017 and 2018, targeting Tunisia's twenty-four governorates.

 

In 2020,EMPHNET provided the needed support and coaching to Libyan and Tunisian ministries of health and other cross-border related entities to update and/or develop their joint cross border public health emergency response operational plan that addresses the ongoing crisis in Libya.

 

In response to the COVID-19 pandemic, Africa CDC has recently launched the Partnership to Accelerate COVID-19 Testing (PACT) initiative in August 2020. PACT aims to strengthen the capacity for testing COVID-19 across Africa, with emphasis on countries that have only minimal capacity. In Tunisia, GHD|EMPHNET in collaboration with the African Field Epidemiology Network (AFENET) implemented a community contact tracing strategy that supported contact tracing efforts and other surveillance functions.
