Institutionalization of Rapid Response Program in Pakistan

Through its Public Health Emergency Management Center (PHEMC), EMPHNET is collaborating with Pakistan’s National Institute of Health (NIH) on a joint initiative focused on the establishment and institutionalization of a Rapid Response Program at the Federal and Provincial Levels in Pakistan. This initiative is part of EMPHNET’s regional efforts to strengthen emergency preparedness and response capacities in the Eastern Mediterranean Region (EMR), in partnership with the U.S. Centers for Disease Control and Prevention (US CDC).  

 

The Rapid Response Program Institutionalization Project in Pakistan aims to reinforce public health emergency preparedness and response efforts through utilizing a systematic multi-step approach. Stemming from this objective, EMPHNET, in collaboration with the NIH successfully implemented the workshop titled “Rapid Response Management Training and Standard Operating Procedures (SOPs) Development Workshop,” which was held from February 19 to 23, 2024 in Islamabad.

 

This workshop was designed to build the in-country capacity of rapid response managers and coordinators through the Rapid Response Management Training. Additionally, these efforts included the development of a comprehensive framework, through the formulation of Rapid Response Teams Program Standard Operating Procedures (SOPs) starting at the Federal Level. Rapid response managers were also trained on the establishment and operationalization of a dynamic rapid response roster.

 

By the end of this workshop, a stakeholders meeting was held on February 26, 2024 in Islamabad, with the participation of many governmental and non-governmental stakeholders who contributes to the implementation and advancement of public health rapid response efforts in Pakistan. The objective of the meeting was to provide stakeholders with an overview of the current project progress and to review and finalize the developed SOPs. Focus was also placed on the One Health and multi-sectoral approach, as well as the importance of engaging relevant stakeholders early in the project implementation to ensure smooth coordination in responding to public health emergencies.

 

The incorporation of SOPs is anticipated to enhance the general efficiency and efficacy of response mechanisms, while also serving as repositories of institutional knowledge for future reference. This collaborative effort signifies a crucial step forward in enhancing Pakistan's capacity to effectively address public health emergencies.
