Job Description

Country Project Manager for Immunization

The Country Project Manager for Immunization will be responsible for providing strategic leadership, technical guidance, and managerial oversight for immunization-related projects at the country level. This position will play a key role in supporting national immunization programs, with a particular focus on providing technical support to the Field Epidemiology Training Program (FETP) in Afghanistan. The incumbent will be expected to strengthen the overall quality of immunization initiatives, enhance program performance, and support FETP residents in successfully conducting their fieldwork.

 

In addition, the Country Project Manager will be responsible for monitoring the implementation of the serosurvey in the South region, ensuring compliance with technical standards and the timely delivery of outputs. The consultant will report to and submit all technical deliverables to the GHD Polio and Immunization Specialist.

 

Scope of Work

Tasks, activities, duties, and responsibilities include:

  1. Coordinate, monitor, and provide technical and operational support for all EMPHNET Polio and Routine Immunization projects implemented in Afghanistan.
  2. Work with NEOC, NEPI, and other relevant departments within the ministry to maintain their cooperation with the program and ensure data availability for the trainees, mentors, and field supervisors for AFETP.
  3. Prepare and submit all reports required by EMPHNET.
  4. Coordinate and cooperate with AKU in the implementation of the serosurvey project
  5. Support the process of selecting and training data collectors, as well as contribute to the planning and implementation of the pilot testing phase of the serosurvey.
  6. Conduct regular monitoring and supervision of field data collection activities during the implementation of the serosurvey to ensure adherence to protocols and data quality standards.
  7. Attending regular and ad hoc calls and meetings to report on activity progress with EMPHNET.
  8. Support the AFETP program as required. 
  9. Coordinate with instructors, facilitators, field supervisors, and mentors to implement FETP training activities and maintain their cooperation with the program.
  10. Conduct regular assessments of all existing data streams/sources for the immunization program information within the country.
  11. Develop and disseminate quarterly reports on the output and outcome indicators from the EPI  database with a focus on performance and highlighting areas in need of improvement.
  12. Develop monthly/quarterly reports on key indicators related to EPI activities, including reports on notifiable diseases, vaccination campaigns, outbreak responses, and other activities as specified by the EPI program.
  13. Participate in monthly project calls organized by EMPHNET with CDC to provide updates on activities and actions for the coming month.
  14. Manage administrative and financial functions in coordination with the EMPHNET Afghanistan team.
  15. Develop activity description and estimated budget for related activities and later review, rectify, and approve administrative and financial documents to be submitted to EMPHNET.
  16. Assist the National EPI Manager whenever required and perform other relevant duties as assigned.
  17. Collaborate with other EMPHNET Afghanistan activities when appropriate.
  18. Closely collaborate with the EMPHNET Polio and immunization specialist in Amman
  19. Assist with any other duties as may be required. 

 

Job Specification

  • Education and Specialization:
      • Medical Doctor (MD)
      • Master's in Public Health is desired but not required
      • Fully familiar with the Immunization program in Afghanistan
  • Minimum Years of Experience Required: Five years.
  • Experience Field: Three years.

 

Functional Competencies Required

  1. Experience working on routine immunization programs, including polio.
  2. Familiarity with the work of the National Emergency Operations Center (NEOC) and the National Public Health institute (AFNPHI).
  3. Experience preparing and managing a budget.
  4. Familiarity with the Afghanistan Field Epidemiology Training Program (FETP), specifically for frontline workers.
