GHD|EMPHNET began collaborating with the Libya Ministry of Health and Libya’s National Center of Disease Control by signing a five-year MOU in 2019, with a focus on biorisk management and emergency response.

 

Focusing on Biorisk Management

 

GHD|EMPHNET supported a regional biosecurity and biosafety management symposium to enhance biosecurity capacity at high priority biological facilities in Libya. GHD|EMPHNET's role within this symposium cane in the form of facilitating a collaboration between the National Centers for Disease Control and Prevention in Libya and the Tunisia Ministry of Environment and Local Affairs. This collective effort between Libyan and Tunisian parties is expected to result in the implementation of biosafety and biosecurity best practices.

 

As of 2020, GHD|EMPHNET initiated support toward building country capacities that aims at enhancing surveillance and management of especially dangerous diseases and proper treatment and disposal of biological hazards, biological waste, and other dangerous materials from facilities.

 

Expanding to Emergency Response

 

Based on the recommendations put forth by the Joint External Evaluation (JEE) mission to Libya, GHD|EMPHNET began working with the National Center for Disease Control and Prevention to develop a national public health emergency response operation framework. GHD|EMPHNET, in collaboration the World Health Organization and the Ministry of Health, is also supporting Libya in strengthening its integrated Event Based Surveillance (EBS) system.

 

In 2020, GHD|EMPHNET started providing support and coaching to Libyan and Tunisian MOHs and other cross-border related entities to update and/or develop their joint cross-border public health emergency response operational plans to enhance capacities of preventing as well as early detecting and controlling of infectious diseases of public health threat significance.
