Job Description

The primary objective of this position is to provide technical support to the Afghanistan Ministry of Public Health (MoPH) to enhance immunization performance, as well as programmatic support to EMPHNET. The Project Manager will be responsible for coordinating, following up, and supporting all EMPHNET’s Polio and RI Afghanistan-related projects. The manager will provide critical information to the program to mitigate the risk of circulation. The project manager will collaborate with EMPHNET headquarters staff to coordinate mapping data quality activities with national counterparts and oversee projects implemented in Afghanistan under the EMPHNET_CDC project work plan for FY24, titled “Capacity Building for National Immunization Program in the Eastern Mediterranean Region.” Furthermore, the project manager will provide technical support and facilitation for the successful implementation of the AFETP.

Scope of Work

Tasks, activities, duties, and responsibilities include:

1. Coordinate, follow up, and support all EMPHNET Polio and RI Afghanistan projects.
2. Work with NEOC, NEPI, and other relevant departments within the ministry to maintain their cooperation with the program and ensure data availability for the trainees, mentors, and field supervisors.
3. Prepare and submit all reports required by EMPHNET.
4. Attending regular and ad hoc calls and meetings to report on activity progress with EMPHNET.
5. Support the AFETP program as required.
6. Coordinate with instructors, facilitators, field supervisors, and mentors to implement FETP training activities and maintain their cooperation with the program.
7. Conduct regular assessments of all existing data streams/sources for the immunization program information within the country.
8. Develop and disseminate quarterly reports on the outputs and outcomes indicators from the EPI database with a focus on performance and highlighting areas in need of improvement.
9. Develop monthly/quarterly reports on key indicators related to EPI activities, including reports on notifiable diseases, vaccination campaigns, outbreak responses, and other activities as specified by the EPI program.
10. Participate in monthly project calls organized by EMPHNET with CDC to provide updates on activities and actions for the coming month.
11. Manage administrative and financial functions in coordination with the EMPHNET Afghanistan team.
12. Develop activity description and estimated budget for related activities and later review, rectify, and approve administrative and financial documents to be submitted to EMPHNET.
13. Assist the National EPI Manager whenever required and perform other relevant duties as assigned.
14. Collaborate with other EMPHNET Afghanistan activities when appropriate.
15. Closely collaborate with the EMPHNET Polio and immunization specialist in Amman.
16. Assist with any other duties as may be required.

Job Specification

Education and Specialization

• Medical doctor with a focus on public health.
• A master's degree in Public Health is highly desired but not required.

Experience Required

• Minimum Years of Experience Required: Five years. 
• Experience Field: Five years.
• Other Related Experience: Working with immunization programs at the national and provincial levels.

Functional Competencies Required

1. Experience working on routine immunization programs including polio.
2. Familiarity with the work of the National Emergency Operations Center (NEOC).
3. Experience preparing and managing budgets.
4. Familiarity with the research and facilitation.
