Job Description

HIV Project Officer – Key Populations

The HIV Project Officer – Key Populations will provide programmatic, operational, and coordination support for the implementation of the Global Fund MCMENA3 Regional HIV Grant. The officer will work closely with EMPHNET’s Program Manager, M&E team, and technical specialists to ensure smooth day-to-day operations, effective communication with Sub-Recipients (SRs), and compliance with Global Fund requirements.

 

 

Scope of Work

The Assigned “ Vacancy” will include the following tasks, activities, duties & responsibilities:

  1. Support planning, implementation, and monitoring of HIV project activities across participating countries.
  2. Assist in coordinating with SRs, CSOs, and other partners to ensure effective and timely delivery of activities.
  3. Track workplans, budgets, and deliverables; follow up with SRs on progress and compliance.
  4. Contribute to drafting monthly, quarterly, and annual progress reports for EMPHNET leadership and the Global Fund.
  5. Organize and document project meetings, workshops, and technical assistance missions.
  6. Maintain cooperative relationships with key stakeholders and facilitate timely communication.
  7. Ensure adherence to Global Fund and EMPHNET guidelines, including human rights, gender equality, and data quality standards.
  8. Document lessons learned, success stories, and case studies for communication and advocacy.

 

Job Specification

  • Education and Specialization:Bachelor’s degree in a health-related field, project management, or business administration
  • Minimum Years of Experience Required: 5 years.
  • Experience Field:5 years of experience in project coordination/management, preferably in HIV, public health, or community-based programs.
  • Other Related Experience:
      • Experience working with key populations, or regional/multicountry projects is highly desirable.
      • Strong organizational, communication, and reporting skills.
      • Ability to work independently and manage multiple priorities.

 

Functional Competencies Required

Project management, program coordination, stakeholder engagement, reporting and documentation.

 

Behavioral Competencies Required

Teamwork, adaptability, cultural sensitivity, and commitment to human rights and inclusion.

 

Supervision and Reporting

The Project Officer will report directly to the Program Manager and work in close collaboration with the broader grant management team, as well as the SRs. Regular performance reviews and feedback sessions will ensure alignment with donor expectations and organizational goals.

 

 

Level of Effort: Full-time
